I am delighted to inform that Open J-Gate portal (www.openj-gate.com) 
produced by Informatics India Ltd., Bangalore, India, was launched by 
Prof. Jean-Claude Guedon in Feb. 2006.   More about OpenJ-Gate:

 What is Open J-Gate?

Open J-Gate is an electronic gateway to global journal literature in open 
access domain.   Launched in 2006, Open J-Gate is the contribution of 
Informatics (India) Ltd to promote Open Access Initiative.  Open J-Gate 
provides seamless access to millions of journal articles available online. 
Open J-Gate is also a database of journal literature, indexed from 3000+
