        BACKGROUND

The TECUP (= Testbed implementation of the European
Copyright User Platform) project is funded by DG XIII of the
European Commission. It started at the beginning of this year
and will run until the end of 2000. It evolved out of ECUP
        (European Copyright User Platform).

TECUP is a meta-project, which will gather information on,
analyse and evaluate projects of different kinds concerning
digital uses. It tries to identify business and usage models,
that are regarded best in meeting the needs and interests of
        users, providers and rights owners.

One of the main aims of TECUP is to bring together
representatives of all the major players in the value chain.
The project partners represent libraries, publishers and
        collecting societies from across Europe.

About 70 projects have been selected by TECUP as relevant
and a shorter list of projects is being drawn up for further
study. A number of projects have been identified as being of
special interest. They could offer an example of good
practice in providing and controlling access to digital
        documents.

We invite you to participate in the workshop and to take
        part in the discussion.
